Law Enforcement Training Systems
The events of the past decade as well as changes in technology have completely made obsolete the once-traditional training requirements and techniques used by the country's law enforcement organizations. From domestic terrorism to cyber crime, the scope of law enforcement's efforts has expanded and with it, the need for new training techniques and systems. Within the federal government, there are numerous departments and agencies such as the Department of Justice, responsible for funding and managing these programs. E.L.S. and Associates has extensive experience in assisting its clients in the identification of program opportunities, sources of funding for new technologies and points of contact within the organizations that are in the forefront of law enforcement training.

Site Security Planning & Systems
In today's climate of ever present threats from sources unknown and unidentified, site security has become not a plus but a necessity. From surveillance to perimeter protection, asset protection to risk management, corporations and public agencies are looking for the tools and techniques to maintain the safety of their facilities and people. E.L.S. and Associates has worked both with clients looking for ways to provide protection for their assets as well as companies offering the latest in site security techniques.

Forensics Analyses & Investigations
The "CSI Effect" has had a significant influence on the perception of what "forensics" is all about. The science of forensics has expanded almost beyond expectations from simple fingerprinting to DNA analysis, behavioral profiling, cybercrime detection and facial cognition. E.L.S. and Associates has been in the forefront of working with the leading forensic science organizations and companies in the development and promotion of new, cutting-edge forensic science and successfully expanding the level of support provided by a variety of government sources.

Energy Conservation and Efficiency
Fluctuations in the price of foreign oil in recent years - crude hit a record peak near $150 a barrel in July 2008 - serves to emphasize the critical need for conservation and development of new sources. Energy consumption spurred by population growth and global industrialization will not lessen. The President and Congress are actively seeking legislation to reduce U.S. dependence on foreign oil, increase the use of renewable fuels and curb greenhouse gas emissions.  In recent years, the federal government has funded and promoted technology in areas such as advanced batteries and smart power grid infrastructure. E.L.S. and Associates has assisted clients in creating strategies to maneuver through the complex legislative and regulatory procedures including the congressional approval and appropriations process.

Economic Development
E.L.S. and Associates is experienced in working with clients who are seeking the support and financing from federal, state and local governments in the establishment of new or expanded facilities. Working with development agencies, E.L.S. and Associates has been successful in identifying attractive sites, maneuvering through the regulatory and permitting processes, and locating sources of start up capital and tax benefits.

Simulation Technology
Surviving the dangers of high-risk environments requires training at the most realistic levels. Whether it be in a use-of force police scenario, a homeland security threat situation or in military combat, training and preparedness is an absolute necessity. Today's simulation technology provides the training and experience that security professionals rely upon for their safety and the control of threats from numerous and unidentified sources. E.L.S. and Associates has worked with clients over many years in the identification of opportunities for simulation technology in the federal, state and local government markets.

Biometric Applications
Almost unheard of a decade ago, biometrics has become a signature tool in the government's war against domestic terrorism. Most known is its ability to uniquely recognize humans based upon one or more intrinsic physical or behavioral traits. The FBI is spending over $1 billion on the creation of a biometric database. The US-VISIT program to track people entering the country will be the largest application of biometrics. Programs exist within the DOD, Homeland Security as well as commercial facilities. DARPA is heavily funding research in the area of facial recognition technology, among others. It is a rapidly expanding field of technology which offers opportunity to companies of all sizes. E.L.S. and Associates has been working with clients whose technology is applicable to several aspects of biometrics. With this experience in house, we are able to assist those firms which are interested in bringing their know how and products into the government and commercial markets.

Force Protection
Asymmetric warfare has changed the face of military strategy. Conventional warfare has been replaced in many cases by counterinsurgencies, small unit operations, IED's and ways to protect and defeat them. E.L.S. and Associates draws upon several years of working with clients and the military on developing the tools needed face the special conditions placed upon our forces by asymmetric warfare tactics and users.

Biomedical Research
It goes without saying that something that accounts for 16 to 18 percent of the nation's economy is an area that offers opportunity for large corporations with proven products as well as for small start-ups with exciting new technologies. Much of the funding for new developments has come from federal sources whether it be through NIH, HHS, VA or DOD. Within the DOD, for example, close to $46 billion is budgeted for health care which includes medical biological research and cutting edge medical technology. E.L.S. and Associates has been assisting clients in identifying and facilitating these opportunities. This includes navigating the new Research and Development Office.

Laser Application Development
From Star Wars to surgery, laser technology has brought about some of the most profound changes in the modern age. The development of new materials, delivery systems and applications for lasers is a high priority item in budgets across the spectrum of the federal government. While the military is often viewed as the major area in which laser technology is a significant budget item, commercial, medical, and energy applications are of significant number, interest and importance. E.L.S. and Associates has worked with clients over the past several years in identifying opportunities, uncovering funding sources and promoting products throughout the federal government marketplace.

Explosives Detections Systems
Technology has struggled to keep up with explosive detection techniques whether it was against the crude pipe bombs of decades ago or the sophisticated IED's of today's battlefields. Add chemical, biological, radiological, and even nuclear to the bomb arsenals of dissidents or terrorists, and the threat increases almost exponentially. And so too does the need for detection technology and equipment against these asymmetric tactics. While much of the demand for explosive detection technology is currently focused on the military and to a lesser degree, the aviation sector, E.L.S. and Associates clients have supplied CBRNE detection products and technology to a broad spectrum of markets, port and aviation security, transportation, law enforcement and border protection. We are uniquely able and have a track record of  identifying where the opportunities lie within federal, state and local government programs.

Port & Aviation Security
Safeguarding the nation's transportation infrastructure is one of the principal concerns of federal, state and local governments. As such, the funding contained in the federal budget, especially the Department of Homeland Security, is a testament to the importance of port and aviation security. From surveillance and detection to training, the investment in security has increased immeasurably over the past decade. That trend is almost certainly to continue. E.L.S. and Associates has worked with clients for many years to successfully introduce their products and services to the government market. It's that track record and knowledge of whom and where the decision makers are that makes the firm a valued strategic partner.

Military Health Research
The Military Health System mission statement emphasizes that it seeks to provide state-of-the art medical care to the armed forces and veterans. That effort will, in MHS own words, require cutting edge medical research, responding to rapidly evolving technology, and the investment of more than $1 billion this year and beyond in research and procurement of the latest equipment, systems and technology. Providing for the care of the veterans of the wars on terror has made use of the latest in medical advances and will continue to be heavily reliant on tools and technology not yet even developed. Because of its years of experience with military issues and extensive contacts throughout the military and the legislature, E.L.S. and Associates is able to help its clients in matching their technology and products with the needs of the military and to identify and develop funding opportunities.

Drawing upon more than two decades of experience in the legislative arena and private business sector, E.L.S. and Associates has developed a body of knowledge in a broad range of disciplines which allows us to serve organizations with varied needs and interests. We are able to identify and present our clients with business opportunities that they may not have known existed or were available.

The company focuses largely on providing both strategic and tactical assistance to its clients. While E.L.S. and Associates has an extensive range of expertise and experience in federal marketing and lobbying, the firm focuses largely on the following areas:
